JOB DESCRIPTION Job Title: Policy Analyst Department: Administration Reports To: Chief of Staff Supervises: N/A FLSA Status: Exempt Pay Grade: E7 Job Type: Full-Time, Regular AKBCU: No ICPA: No General Functions: Under the direction of the Chief of Staff, the Policy Analyst is responsible for communicating the benefits and drawbacks of existing and upcoming laws, policies and regulations, state and federal legislation, and provide research and technical assistance with government relations, media outreach, coalition building pertaining to CITC's family of organizations' issues and concerns in support of CITC's mission and vision.
This position will analyze policies and must possess demonstrated creative problem solving and strategic thinking skills.
Duties and Responsibilities: Public Policy: Analyze existing statutes and regulations, as well as proposed legislation and regulations to determine need for advocacy.
Analyze and formulate advocacy strategies, which include assessing the ability to influence, prioritizing issues, crafting arguments and proposing solutions.
Determining appropriate avenues for advocacy in conjunction with President's Council.
Draft comment letters, consultation comments, talking points, and background documents.
Review public comment letters from other entities.
Research and draft legislative alerts and memoranda on federal legislation and proposed administrative rules and regulations which affect major areas of concern for Alaska Native people and CITC.
Coordinate and conduct briefings for Congressional and Executive Branch staff at local, state and federal level.
Prepare testimony on pending legislation before Congressional committees.
Develop supporting materials and documentation for policy positions.
Attend local, state and federal meetings and hearings.
Establish and maintain relationships to ensure information exchange and cooperative efforts to achieve established goals.
Internal Leadership of Public Policy Program: Ensure that public policy messaging, communication and activities are integrated with other communication and messaging priorities.
Serve as internal resource on public policy matters.
Educate and support the board, staff and participants with public policy expertise.
Act as policy liaison with other departments.
Assist President's Council with project development and strategic planning for new initiatives as requested.
Other duties as needed and assigned.
Job Responsibilities Related to Participant Privacy Employee is expected to actively participate in CITC privacy training and to protect the privacy of participant information in accordance with CITC's privacy policies, procedures and practices, as required by federal and state law.
Failure to comply with CITC's policies and procedures on participant privacy may result in disciplinary action up to and including termination of employment.
Employee may access protected health information and other participant information only to the extent necessary to complete job duties.
Employee may only share such information on a need to know basis with others who have job responsibilities related to treatment, payment, or other CITC operations.
Employee is encouraged and expected to report, without the threat of retaliation, any concerns regarding CITC's policies and procedures on participant privacy and any observed practices in violation of the policy to the designated Privacy Officer.
Job Specifications: Excellent oral and written communication skills.
Demonstrated understanding of Federal and State Legislative procedures including authorization and appropriations processes.
Excellent organizational development skills.
Excellent research skills.
Ability to work independently, exercise discretion in decision making, and effectively apply creative and innovative thought in problem solving.
Ability to organize and facilitate meetings.
Understanding of the Elementary and Secondary Education Act (ESEA); Temporary Assistance for Needy Families (TANF) program; 477 legislation and other publicly funded services pertaining to the Alaska Native and American Indian peoples.
Minimum Core Competencies: CITC Values, Respectful Leadership, Professionalism, Emotional Intelligence, Problem Solving/Critical Thinking, Communication Skills.
Minimum Qualifications: Bachelor's Degree in Political Science, Economics, Public Affairs, Political Communications, Health Care Administration, Public Policy, Public Administration, Business, Rural Development, Social Services, or other specialized study of Indian Law, Health Law, Rural Development, or similar field.
Relevant experience may substitute for the educational requirement on a year-for-year basis.
Five (5) years of experience in legislative affairs, preferably either on legislative staff of an elected official, legislative committee, or in the government relations office of an industry or non-profit.
Preferred Qualifications: Master's Degree in Political Science, Economics, Public Affairs, Political Communications, Health Care Administration, Public Policy, Public Administration, Business, Rural Development, Social Services, or other specialized study of Indian Law, Health Law, Rural Development, or similar field.
Juris Doctorate (JD) degree from an accredited law school.
Physical Requirements: Primarily works in an office setting, with extended periods of time at a desk and on a computer.
