JOB
To ensure accurate, lawful and timely payment of the ARRC payroll; to resolve payroll discrepancies; and maintain payroll operations.
Duties and Responsibilities: Reviews time records for accuracy and completeness.
Responsible for interpretation, application, and compliance with all State and Federal laws and ARRC corporate policies and procedures regarding retirement, withholdings, FICA, Medicare, and collective bargaining agreements.
Based on audits of timecards, forwards resulting information regarding compliance with the bargaining unit agreements to the Labor Relations Department and works with them to make any necessary corrections.
Routinely processes adjustments and corrections to previous payroll activity including necessary research and manual calculations.
Responsible for accurately entering the payroll data such as taxes, garnishments, child support orders, etc.
into a complex computerized payroll system.
Responsible for auditing the payroll records by utilizing the computerized payroll system custom edit reports and manual procedures designed to identify errors.
Once errors are identified, determine how to correct errors.
Responsible for maintaining the integrity of the payroll database, through use of established internal controls and procedures.
Involved in database system testing for modifications that impact payroll data entry issues.
Audits leave usage eligibility, personnel status changes, pay changes, and research employee requests, injury pay, workers compensation and military payouts.
Based on the audit may be required to make appropriate changes in the system.
Prepares Civil Service Retirement System (CSRS) reports bi-weekly, semi-annually and annually.
Researches requests and coordinates responses for payroll information made by employees, managers and outside agencies to include court orders, IRS levies, garnishments, void and reissue checks, corrections, deductions and income issues, electronic funds transfers of payroll, union dues, and tax deposits.
Must accurately report required information to the IRS, child support agencies and Unemployment Insurance Department as requested.
Correctly interpret, complete and process agency forms regarding garnishments and child support withholding.
Responsible for making timely payroll tax deposits.
Prepares reports by compiling summaries of earnings, taxes, deductions, leave, disability, and nontaxable wages.
Maintain organized payroll and employee files.
Maintains employee confidence and protects payroll operations by keeping information confidential.
Contributes to team effort by accomplishing related duties as required.
Directs other timekeepers regarding payroll deadlines; adjustment and changes in procedures.
Provides backup assistance to the Accounts Payable Technicians on an as needed basis.

Five years of increasingly responsible payroll experience is required.
An Associate’s degree in Accounting may substitute for two years of the required experience.
Experience must have included interpreting state and federal statutes, collective bargaining agreements, policies and procedures and their application to daily payroll functions, including but not limited to: coding, auditing, verification of data, reporting, and ability to recognize and correct information based on these rules in a computerized payroll and accounting system in a client server or web-based application like JD Edwards.
Payroll experience must have included processing payroll for more than 500 employees or gross payroll in excess of $1,000,000 per pay period required.
Must be able to accurately type 25 words per minute and must be proficient in 10-key by touch.
Must be proficient with PC spreadsheet and word processing programs (Excel & Word preferred).
